Reports changes to the DOM tree of target elements using a MutationObserver.
Parameters
- target: MaybeArray<MaybeRefOrGetter<MaybeArray<MaybeElement>>>
  The target element or elements to observe.
- callback: MutationCallback
  The callback to invoke when a mutation is detected.
- Optionaloptions: MaybeRefOrGetter<MutationObserverInit>
  Optional configuration options.
Returns () => void
A function to stop observing the targets and disconnect the MutationObserver.
